Lucy Bulley

Bio

Lucy Bulley is a Fractional Chief Operating Officer and strategic advisor, supporting founders of professional services firms and scaling businesses to build clarity, momentum and strong operating foundations without the cost or burden of a full time leadership hire. She brings first hand founder experience, having built and exited two service based businesses herself, alongside more than ten years working with over 100 startups across a range of sectors and growth stages.

Lucy works primarily with founders who are resource constrained, time poor and often running their businesses largely on their own or with a small group of advisers and freelancers. Alongside fractional COO engagements, Lucy provides founder coaching and advisory support, acting as a trusted thinking partner through periods of scale, complexity and change. Her work focuses on helping founders prioritise what truly matters, make confident decisions, and introduce simple, effective structure that supports growth rather than slowing it down.
